The DDP and its Streaming University partners have explored various deployment modalities, collaborative working models and applications and services in the dense urban evironment of New York City.  This Report summarizes our findings over the last 5 years.




FCC  Rules exempt "micro" radio stations that broadcast low-power FM radio signals

GHCR 95.9 FM and JWJCR 95.9 FM broadcast low-power FM radio with local community news and information within Grant and Johnson Houses only

Low-Power FM Broadcast

FCC Part 15 Rules

  • FCC Part 15 rules state that individuals, businesses and educational institutions are free to operate a fully compliant (low-power) Part 15 station without a license.
  • DDP has partnered with Grant Houses Community Radio and James Weldon Johnson Community Radio to broadcast GHCR 95.9 FM and JWJCR 95.9 FM.
  • Radio Stations that operate under the FCC Part 15 Rules are fully legal under FCC rules.

Listen to 95.9 FM on your Cell Phone (Does not need to be active!)

  • Go to Google Playstore or iphone App Store and download free NextRadio App
  • This app activates an FM chip that is built into every cell phone
  • Plug in your headphone or earplug (which acts as an FM antenna) and start listening to GHCR 95.9 FM and JWJCR 95.9 FM
  • It uses very little battery power
  • Emergency Radio Service that works when there is no Internet or cell phone connection
